Teacher Laptop Programme – voucher rules and conditions

The “Teacher Laptop” programme is still under way! This initiative supports teachers in their everyday duties and in developing their digital competences.  

Within the scheme, teachers can obtain a voucher worth PLN 2,500 gross to buy a laptop or browser-based laptop. Funded by the National Recovery Plan, the programme will cover 190,000 teachers. Investing in modern equipment is key to effective education. A laptop not only streamlines a teacher’s daily work, but also enables more engaging lessons and the development of digital skills. 

Below are the key details concerning voucher redemption, the legal basis and hardware requirements. 

Legal basis of the programme 

The legal basis for granting vouchers to teachers under the Teacher Laptop Programme is the Act of 7 July 2023 on supporting the development of teachers’ digital competences (Journal of Laws 2023, item 1369; 2024, item 1473). Detailed rules for new groups of eligible teachers and voucher-redemption deadlines are set out in the Regulation of the Minister of Digital Affairs of 22 January 2025 amending the regulation on defining groups of teachers, form-teachers and other pedagogical staff entitled to support financed from public funds (Journal of Laws 2025, item 96)

Who has already received a voucher and what is its redemption deadline? 

So far, based on the regulation issued under the Act, PLN 2,500 vouchers have been awarded to teachers of grades IV–VIII in primary schools. Under current regulations, vouchers for purchasing a laptop or browser-based laptop can be redeemed until 31 December 2025. After this date unused vouchers expire.

Who is entitled to a laptop voucher? 

From 27 January 2025 applications may be submitted by: 

  • Teachers, form-teachers and other pedagogical staff of grades I–III in public and non-public primary schools; 
  • Teachers, form-teachers and other pedagogical staff of public and non-public upper-secondary schools; 
  • Teachers in art schools providing general and artistic education in grades I–III and general upper-secondary schools; 
  • Pedagogical staff other than teachers and form-teachers in public and non-public primary schools (stage I) and upper-secondary schools (stage III) and in corresponding public art schools, as well as in non-public art schools with public-school status, providing general and artistic education. 

Who cannot benefit from the programme? 

Not all teachers are eligible for a voucher. Under Article 15(4) of the Act, vouchers cannot be redeemed by teachers who: 

  • are on inactive status, 
  • are receiving rehabilitation benefit or are on health leave, 
  • are suspended from duty, 
  • are on unpaid leave lasting at least 14 days, 
  • have been seconded or completely released from work duties under the Trade Unions Act. 

In addition, teachers are excluded if they work in: 

  • pre-schools and pre-school units in primary schools, 
  • other forms of pre-school education, 
  • educational establishments. 

How do I apply for a voucher? Formal requirements

Key deadlines: 

  • 27 January – 26 February 2025: teachers submit applications to school heads; 
  • The school’s governing body has 30 days (until 28 March 2025) to submit a collective application in the IT system; the voucher will be emailed to the address provided.

The application must include the applicant’s name, PESEL, email address and phone number, plus a declaration that no laptop, browser-based laptop or funding for such equipment has been received under other public programmes. 

New technical requirements for laptops

Since 15 October 2024 the Regulation of the Minister of Education (Journal of Laws 2024, item 1442) specifies minimum technical requirements for laptops and browser-based laptops under the programme. Requirements for teachers’ laptops 

A teacher’s laptop must meet defined technical parameters to ensure adequate performance and functionality. 

  • Performance: at least 1,400 points in CrossMark or 5,700 points in Procyon Office Productivity. 
  • Memory: minimum 16 GB RAM (or unified) and 512 GB SSD. 
  • Ports: at least three, including one video-output and one USB. 
  • Keyboard and power: QWERTY keyboard and PSU compatible with the Polish power grid. 
  • Battery: minimum six hours’ operation under moderate load. 
  • Connectivity: Wi-Fi 6+ and Bluetooth 5+. 
  • Display: colour screen ≥ 13″, resolution ≥ 1920 × 1080, brightness ≥ 250 cd/m², matte or glossy panel. 
  • Extras: built-in mic, camera, stereo speakers and data-protection features. 
  • Weight: ≤ 2.5 kg including battery.

The laptop must run a 64-bit operating system in Polish and include: word processor, spreadsheet, presentation software, web browser, email client, raster and vector graphics editors, database app, programming tools, video editor, audio editor and antivirus software. 

The manufacturer must hold ISO 9001 and ISO 14001 certificates; the laptop must have EPEAT certification, an EU declaration of conformity (CE) and TCO certification. It must carry at least a 24-month manufacturer’s warranty, with warranty service available in Poland; off-site repair costs are covered by the guarantor.

Requirements for browser-based laptops (Chromebooks) 

  • Performance: ≥ 150 points in WebXPRT or ≥ 110 points in CrXPRT. 
  • Memory: at least 8 GB RAM and 64 GB SSD. 
  • Virtual storage: at least 256 GB available for the device’s lifetime at no extra cost. 
  • Ports: minimum three, including one video-output. 
  • Keyboard and power: QWERTY layout and PSU for the Polish power grid. 
  • Battery: at least six hours under moderate load. 
  • Connectivity: Wi-Fi 6+ and Bluetooth 5+. 
  • Display: ≥ 13″ colour screen, resolution ≥ 1920 × 1080. 
  • Extras: built-in mic, camera, stereo speakers and data-security mechanisms. 
  • Weight: ≤ 2 kg including battery. 

The Chromebook must ship with a 64-bit Polish-language OS and include: word processor, spreadsheet, presentation software, browser, email client, raster and vector graphics editors, database app, programming environment suitable to the education stage, video editor, audio editor and antivirus software.

As with laptops, the manufacturer must hold ISO 9001 and ISO 14001 certificates; the device must have EPEAT, CE and TCO certifications, a minimum 24-month warranty and service available in Poland, with off-site repair costs borne by the guarantor.
