What is the "Digital Learner" program?

"Digital Student" is a nationwide government program aimed at equipping Polish schools with modern electronic equipment: laptops, browser-based laptops, and tablets. The initiative, implemented by the Ministry of Digital Affairs in cooperation with the Ministry of Education, aims to equalize educational opportunities and support the digital transformation in the Polish education system.

The program is financed by the National Recovery Plan – investment indicator C15G (laptops and tablets for students) as part of the larger project C2.1.2: "Equalizing the level of equipment in schools with portable multimedia devices."

735,000 devices will go to Polish schools

The Ministry of Digital Affairs has announced a nationwide tender to supply 735,000 electronic devices – laptops, browser-based laptops, and tablets – to Polish schools. This is one of the largest public procurements in the history of Polish digital education.

The equipment is scheduled to be delivered to educational institutions in the 2025/2026 school year and is intended to bridge the gap in access to modern technologies. Students will use these devices during lessons, supporting the development of their digital competencies.

The program will cover over 17,000 schools, and the estimated value of the contract is PLN 1.41 billion net.

The tender process is being conducted by the Government Administration Service Center, commissioned by the Minister of Digital Affairs. The contract includes:

  • 404,250 laptops,
  • 110,250 browser-based laptops,
  • 220,500 tablets.

Main goals of the "Digital Learner" program

Modern education requires access to modern tools—today, a laptop or tablet is as essential as a textbook or notebook. The "Digital Student" program is a response to the challenges of the 21st century and the growing needs of the education system. Its goal is not only to equip schools with digital equipment, but above all, to equalize educational opportunities, support teachers, and prepare students for life in an increasingly digital world.

The program aligns with the global trend of digitizing education, responding to the dynamically changing job market, where digital skills are becoming as important as theoretical knowledge. Access to modern devices and software will enable:

  • Developing digital competencies – students will acquire practical computer skills, using office applications, searching for information online, and basic programming skills from an early age.
  • Personalizing learning – the use of laptops and tablets will enable adapting educational materials to individual student needs and pace, increasing learning effectiveness.
  • Fostering creativity and collaboration – digital tools create new opportunities for teamwork, implementing educational projects, creating multimedia, and interactive tasks.
  • Reducing digital exclusion – a key goal of the program is to ensure equal access to technology for all students, regardless of financial situation or place of residence.

In particular, the program aims to:

  • equalizing educational opportunities between schools in large cities and those in smaller towns and rural areas, ​​​​​​
  • strengthening the digital competences of both students and teachers, ​​​​​​​
  • increasing the availability of modern forms of teaching, including remote work and the use of cloud technologies,​​​​​​​
  • preparing schools for full digital transformation and functioning in the realities of the modern information society.

Thanks to the "Digital Student," Polish schools have the opportunity to become modern, flexible, and innovation-friendly learning environments—ready to meet the challenges of the future.

Quality and safety standards

To ensure the highest quality and safety of the supplied equipment, the tender process was carefully planned. The public procurement was divided into three main categories of devices: laptops, browser-based laptops, and tablets. The tender was then divided into at least 73 subregions, according to the Central Statistical Office (NUTS 3) division. This division aims to facilitate the execution of orders by local contractors and increase the logistical efficiency of the project.

Clearly defined technical parameters and safety standards are crucial throughout the process. Each device included in the tender must meet the requirements specified in public procurement regulations and the Regulation of the Minister of Education of February 19, 2025, which specifies the minimum standards necessary for the use of equipment in a school environment.

These requirements include:

  • adequate performance enabling comfortable work with educational materials,​​​​​​​
  • safe and standard-compliant software,​​​​​​​
  • long battery life allowing for use of the devices throughout the entire teaching day,​​​​​​​
  • durability and resistance to intensive use in a school environment.

This tender structure ensured that the equipment delivered to schools would not only be functional and safe, but also adapted to the real needs of students and teachers.

What will the distribution of equipment look like under the “Digital Student” program?

The computer equipment will be distributed to over 17,000 schools nationwide, and its allocation was determined based on data collected by the Ministry of Education, including through surveys sent to schools. Decisions regarding the number of devices and their type (laptops, browser-based laptops, or tablets) were made based on the actual needs of the schools. Importantly, the equipment will be transferred to the school governing bodies, not students, and all students will be able to use it as part of their classes.
